It is important that the 4 balloons used for the base be blown up to the same size. An easy way to size the balloons is to make a template. Cut a round hole in a piece of poster foam board or a box the size you want the balloons to be, and when inflating pass the balloon through the hole.
For the base (feet) air-fill two balloons to 5-6 inches and tie the necks together, sealing the balloons and attaching them together at the same time.

Do this again to make a second pair of balloons, and then simply cross the two pairs in the middle and twist them together to make a cluster of four.

Once you have your cluster of 4 balloons, tie a small plastic bag filled with beans, rice or sand to the bottom to weight the base.

Next air fill your yellow balloon and tie it off at the neck. Attach a piece of fishing line or curling ribbon to the neck and tie the balloon into the center of your 4 balloon cluster.

Use a black marker to draw eye, and mouth onto the yellow balloon.

Dress you balloon with hat and other items to match your theme.

Set your buddies around the party area, use to decorate a buffet table or anywhere you need to add a special touch.
